Electric co whines but does not address issue
The company is playing the fear card, saying ti will have to raise rates on Kansas since they can't build the plant. Note that they don't say, hey, its gonna cost a few dollars more per year, but we're going to address the CO2 issue -- the only real issue here - with new technology. If they had, there would have been no need for the veto. But it seems its cheaper to buy politicians (they are very cheap to rent) than to do the right thing.
