Even better - no street lights!
I've lived in cities with and without street lights and can only think of one instance where it makes a difference - downtown areas with lots of nightlife. Other than that, quit wasting money on lighting every square inch all night long. The real savings comes from avoiding the waste, not wasting energy more efficiently! That said, there is a lot to be said for highly reflective paint!
