I think the approach is great. If a national park can do this, why cannot local communities?

Balance.
Sometimes it is necessary to balance the needs of the people and the environment. What use is a park that people can't visit or see? Well, actually it is a great way to keep nature in balance. Sometimes I wish our Yellowstone, Rocky Mountain, etc parks would do a lot more of this-but only if I can get in ;)
