Speaking at an Energy Newsmaker hosted by the United States Energy Association and cosponsored by BP America and PricewaterhouseCoopers and available exclusively on Energypolicytv.com, Caruso said home heating oil prices will average $3.05 this winter, up significantly from last winter.
