The Senate Environment and Public Works Committee holds a field hearing in Los Angeles to examine the Environmental Protection Agency's decision to denyCalifornia's request for a waiver under the federal Clean Air Act to regulate carbon tailpipe emissions.

Governor Schwarzenegger announces that California has filed a lawsuit against the U.S. Environmental Protection Agency (EPA) forfailing to act on California's tailpipe emissions waiver request. Fourteen other states are expected to join California's lawsuit.

Smog is a huge problem in California -- with 3 of the 5 cities with the worst smog in the country being in California.
