For 35 years, John Garlow of Monongalia County, WV, has run a framing business, primarily for modular homes, and he's still doing that, but he's changing his ways. Last year he started a business called EcoStructures. His goal is to build affordable modular homes that are completely off the grid, homes he says would sell for $100-$200K. Garlow is building his first EcoStructure.

Representatives from states across the U.S. speak in a conference cosponsored by the National Association of State Energy Officials about their challenges facing a winter with rising heating and fuel costs, particularly trouble low-income Americans will have paying heating bills with diminishing grants available at the same time of rising heatingcosts.
